What if we tried to raise the literacy rate in Pennsylvania? Too many adults don't read for fun! What if there was an incentive?

There's a post about the return of the BOOKIT program, where children read and earn goodies, such as free pizza.
Why can't we do something similar for adults?
This could benefit libraries, book shops, local restaurants, as well as increase the state literacy rate.
Perhaps have adults write a review of x number of books, or use their library to check out books, something to show books are getting read or at least getting "attention and possibilities." Then get local places to donate a cup of coffee, a dessert, an appetizer, a discount, something like that.
It honestly wouldn't cost much to run such a program. The basic infrastructure exists, thanks to the BookIt program. Just needs a little creative update for adults.
(Bonus: It could possibly help with unhoused, hungry people if reading at a library earned them free food. Not a primary goal, but possibly a nice benefit for people.)
