I am writing as a resident of Vermont to urge you to oppose any federal funding that enables U.S. Immigration and Customs Enforcement (ICE) to act beyond its lawful jurisdiction. Recent tragedies demonstrate how unchecked ICE authority can cost American lives. In California, an off‑duty ICE agent opened fire on Keith Porter Jr. on New Year’s Eve in Northridge, killing the 43‑year‑old father of two despite no clear threat — a case that the Los Angeles Times is still investigating. Just weeks later, in Minnesota, ICE agent Jonathan Ross fatally shot American citizen Renee Good while she was driving her SUV in Minneapolis; investigators and multiple news outlets have confirmed that Good was an ordinary U.S. resident acting as a legal observer when she was shot. Both incidents occurred in states where ICE had no arrest authority, yet the agents used lethal force, resulting in the loss of U.S. citizens’ lives. These events underscore the urgent need for congressional oversight and the reallocation of ICE funding toward community‑based, accountable immigration solutions. Please oppose any appropriations that fund U.S. Immigration and Customs Enforcement (ICE) and to support legislation that redirects those funds toward humane, community‑based alternatives. Why this matters to Vermonters Public safety concerns. Numerous investigations—including reports from the Department of Justice Office of Inspector General—have documented instances of excessive force, unlawful detentions, and civil‑rights violations by ICE agents. These actions undermine trust in law enforcement and jeopardize the safety of all residents, regardless of immigration status. Fiscal responsibility. Vermont’s taxpayers already fund essential services such as education, health care, and infrastructure. Continuing to allocate federal dollars to an agency whose practices frequently result in costly lawsuits and settlements is an inefficient use of public money. Moral leadership. Our state has a proud tradition of welcoming newcomers and protecting vulnerable populations. By refusing to fund ICE, Vermont can set a national example that respects human dignity while still addressing legitimate security concerns through transparent, accountable mechanisms. What I am asking you to do Vote against any budget provisions that increase or maintain ICE funding in the upcoming appropriations bills. Support legislation such as the End the Funding of ICE Act (or any comparable bill) that reallocates ICE resources to community‑based immigration services, legal aid, and oversight bodies. Advocate for stronger congressional oversight of ICE operations, ensuring that any future funding is tied to strict compliance with constitutional protections and civil‑rights standards. I respectfully request that you publicly state your position on this issue and keep me informed of any actions you take. I am prepared to meet with you or your staff, provide additional information, and mobilize fellow Vermonters who share these concerns.
